Management Team

Mark H. Selman, Principal
Mark Selman, Principal, Managed Care Administrators, has been integral in building one of the largest and most successful third-party administration organizations in the region. Mark developed key functional departments of the TPA including reporting systems, stop-loss reimbursement, account services, and most importantly broker relations and sales.
Mark's relationships with the brokerage community and the strong TPA systems have resulted in the most prestigious employers in Utah, Idaho, and Arizona finding a safe, reliable and cost-saving health benefits home at Managed Care. Managed Care has been named the Best TPA in Salt Lake by the National Commerce Association the last three years in a row.
Much of Mark's early career was spent managing and organizing physician networks across the country. From single-specialty risk networks to industrial clinics, even comprehensive regional networks providing the entire spectrum of professional, facility, and ancillary care.
Mark holds a Master of Health Administration Degree from St. Louis University School of Public Health.

 

John Marston, Principal
John Marston has been an innovator in the Insurance, Professional Employer Organization, Business Process Outsourcing and Human Resource Outsourcing industries since 1976. In the span of 45 years, he has owned and managed his own insurance agency, brokerage, PEO, Staffing Company and Insurance/Captive Program Platforms.
Today, John is a consultative risk manager for Free Market Administrators, LLC, a Third-Party Administrator in Addison, Texas. FMA manages and administers life, accident and health programs for hundreds of markets that want to disrupt their traditional insurance risks internally through self-insurance, innovative claims mitigation programs and/or captive risk management solutions. Working with employers, insurers/captives, associations, affiliations, and provider groups.

 

Jeff Shepherd, Chief Operating Officer
Jeff has been with Managed Care Administrators for over 20 years, serving as the Operations Manager, responsible for overseeing Claims and Customer Service. Jeff has worked in the health insurance industry for 29 years. He began his career with Travelers Insurance. After 2 years, he moved to United Healthcare, and for the next 8 years he worked in all aspects of health insurance administration, including claims and customer service, fraud and abuse, large claim review, auditing, and training. Jeff has supervisory experience and spent 18 months as the first Workforce Manager in a national pilot program. He holds a bachelor's degree in Economics from the University of Utah.

 

Donna K Fendley, Chief of Staff
Donna has been with the organization for 4 years, serving as the Chief of Staff for Managed Care for the past year. Donna has worked in the health insurance industry for over 30 years. She began in the insurance industry at BCBSTX. She ultimately had overall responsibility for their Third-Party Administrator. Donna has been in many aspects of the TPA industry from oversight of TPA operations to managing a team of developers, selling Cost Containment software into the industry. Donna holds a bachelor's degree in Computer Sciences from Texas A&M University, Commerce.
